Deputy Head of the Financial Stability and Corporate Governance Unit at Ministère de l’Économie et des Finances

Charlotte Gardes is Deputy Head of the Financial Stability and Corporate Governance Unit at the French Treasury, where she is in charge of sustainable finance, ESG reporting and climate risk. Her works mainly consists of negotiating EU and national regulations related with sustainable finance; as well as performing economic studies related with climate risk for the financial sector and sovereign debt. She is the rapporteur of the report handed out to the French Minister of Economy and Finance in June 2019 by Patrick de Cambourg, entitled “Ensuring the relevance and reliability of non-financial corporate information: an ambition and a competitive advantage for a sustainable Europe” and focuses on ESG transparency for financial market participants and issuers, notably in view of the revision of the Non-financial reporting Directive. She started her career at the French Securities Markets Authority, in the Department of International Regulatory Policy, where she was in charge of U.S regulations for issuers and in the asset management sector and the development of sustainable finance. She is currently a Ph.D. student in Economic analysis of the Law at Paris II- University, where she focuses on financial markets’ accountability and climate risk. She is a graduate in International Economics from Sciences Po Paris as well as in Capital Markets Law from the Sorbonne Law School.
